Development Services Staff Members

Frederic Clark @ (209) 525-4302 - Deputy Director.
Frederic joined the Stanislaus County Department of Public Works in September 2016 and oversees the Development Services and Traffic Engineering Divisions. He brings forty years of experience in the public works engineering and planning fields and is both a licensed Engineer and Land Surveyor. As a public servant, he upholds the department's mission to help clients achieve their goals while ensuring government codes are met and the environment is protected.

Paul Saini @ (209) 525-4301 - Associate Civil Engineer
Paul is a licensed civil engineer (RCE) who supervises and leads the Development Services team on day to day operations. He reviews subdivision plans and tentative parcel map plans for storm drain requirements, grading issues, right-of-way construction concerns, access and parking lot regulations, sewer connection issues, provision of water connections to the site, and environmental impacts and mitigation. Paul performs site visits to inspect that standard County design requirements are met and to meet with developers to discuss outstanding issues and requirements. Paul also coordinates work with various parties involved on civil engineering design and construction issues related to project development requirements.

Angie Halverson @ (209) 525-7563 - Assistant Engineer.
Angie is the Senior Land Development Coordinator. Angie is the coordinator for Public Works involvement with applications that are submitted to the Planning Department, such as Parcel Maps, Subdivisions, Use Permits, and Rezones. She writes the conditions of approval and acceptance for the various projects. Angie attends the Environmental Review Committee and Planning Commission meetings while providing support for the Board of Supervisor meetings. She also plan checks the off-site improvement plans and reviews building permit plans for Public Works.

Dhyan Gilton @ (209) 525-7538 - Stormwater Program Manager.
Dhyan is an environmental scientist and holds a Grade II Laboratory Analyst Certificate and a Grade II Environmental Compliance Inspector Certificate from the California Water Environment Association. She manages and coordinates the implementation of the County's National Pollutant Discharge and Elimination System (NPDES) Phase II Municipal Separate Storm Sewer System (MS4) Permit, sets up programs to ensure compliance with the Permit and prepares annual reports for the State Water Board. Dhyan plays an active role with various elements of the permit program, including but not limited to: public education & outreach, illicit discharge detection & elimination, construction site runoff control, pollution prevention, good housekeeping, post-construction management, water quality monitoring, and program effectiveness assessment & improvement.

Benjamin Kozlow @ (209) 652-8423 - Stormwater Assistant Engineer.
Benjamin is a licensed Civil Engineer and holds certificates as a Qualified SWPPP Developer (QSD) and a Qualified SWPPP Practitioner (QSP). He assists in managing and coordinating the implementation of the County's National Pollutant Discharge and Elimination System (NPDES) Phase II Municipal Separate Storm Sewer System (MS4) Permit. Benjamin plays an active role with various elements of the permit program, including but not limited to: construction inspection for erosion/sediment BMPs, illicit discharge detection & elimination, construction site runoff control, pollution prevention, good housekeeping, post-construction management. Benjamin also plays an active roll in performing plan reviews related to building permits, development permits, grading permits, and encroachment permits as they relate to erosion & sediment control plans (ESCP).

Steve Song @ (209) 968-3119 - Senior Engineering Technician.
Steve is the Encroachment Inspector who inspects the work or activity to be performed within the County right-of-ways. Steve’s assignment is to prescribe any and all conditions pertaining to such work or activity so that they are completed in accordance to approved plans and the County Improvement Standards. Written notice or a telephone call/message to schedule encroachment work typically requires a minimum of forty-eight (48-hours) prior to the commencement of any work. Rich Brown @ (209) 525-7594 - Engineering Technician.
Rich issues daily/annual transportation permits, encroachment permits, and pipeline maintenance agreements. In addition, Rich provides staff support to the Sr. Land Development Coordinator and to the senior engineering technician in the areas of plan reviews, traffic plan coordination, and encroachment inspections.

Les Stachura @ (209) 652-9429 - Senior Engineering Technician.
