The Volunteer Program is a great way to connect people with opportunities to serve Stanislaus County Government Departments and form meaningful partnerships. Countless volunteers currently invest their time, energy, skills, and talent to help make County departments run more efficiently. Volunteering is one of the greatest forms of civic engagement and we appreciate the volunteers who donate their time without compensation. County volunteer opportunities range from one-time events to long-term volunteer opportunities such as providing library books to homebound individuals and assisting at the Health Services Agency. The County Volunteer Program encourages citizens and County retirees to volunteer their time and talents.

Other Volunteer Opportunities

All volunteers are required to complete the Volunteer Application Form. Those volunteering for an event can fill out the One-Time Event Application Form. Volunteer Application Forms are available online and are also available on the Second Floor of 1010 10th Street.

  • Department Volunteer Coordinators may accept volunteer applications directly without going through the Chief Executive Office.
  • Completed application forms should be submitted to the appropriate Department Volunteer Coordinator as noted on each Volunteer Opportunity posting on Volunteer Match.
  • Completed applications can be e-mailed, mailed, faxed, or hand delivered to the appropriate Volunteer Coordinator or contact name listed on the volunteer opportunity posting.

The County has installed two public access computers on the Second Floor of 1010 10th Street for volunteers desiring to use the resources contained on our webpage. Computers are available anytime Monday through Friday, 8:00 a.m. to 4:30 p.m. Contact: (209) 525-6341.

Volunteer Opportunities with the Aging & Veterans Services Department

Friendly Visitors

Do you enjoy talking or visiting with people? The Friendly Visitor program is focused on visiting seniors in our community who live alone and have very little to no support or socialization. Volunteers visit a minimum of two times a month; days and times are left up to the volunteer and senior. The visits can include anything such as talking, drinking coffee, or playing games. The opportunities are endless.

All perspective volunteers must, be 16 years of age or older, complete an introductory orientation, volunteer application and fingerprint background check. Orientations are scheduled at the convenience of the volunteer. Volunteers are required to attend quarterly meetings. The agency covers the cost of background check. Mileage reimbursement is available.

Senior Relief Buddy

Senior Relief Buddy is a program focused directly to assist caregivers of frail elders. The Relief Buddy program will allow the caregivers a break from their responsibilities while the seniors interact with trained and certified volunteers. Volunteers must pass a fingerprint background check; attend visitor orientation and a 4-hour class to help them understand the unique situations for seniors who depend upon their family or friends for various needs. It is the expectation that the volunteers will be contacted to assist occasionally and for approximately 3-4 hours each time. Mileage reimbursement will be available.

The training class will involve insights into dealing with a senior who may have Alzheimer’s disease or other forms of memory impairment; potential emotional or mental health issues; or physical limitations. Also included will be information about confidentiality, avoiding over-involvement, and expectations for the time a volunteer will be spending with a senior. Several of the trainers will share best practices, such as suggestions for activities, regarding interacting with seniors with various limitations.

Peer 2 Peer Counselor

Volunteer Senior Peer Counselors are trained to provide counseling and support to those experiencing emotional distress due to health problems, grief, loss of a loved one, depression, anxiety or other difficulty.

All counselors must be 55 or older and complete 30 hours of training. New Counselor training classes are hosted twice a year. Training sessions included the ABC’s of counseling; counseling interventions; understanding death, grief and loss; depression and loneliness; aging and physical, emotional and spiritual health. Once training is completed Counselors are required to attend supervision meetings the 1st and 3rd Thursday of the month and visit clients weekly for 6-8 weeks for a minimum of 1 hour. Volunteer Counselors are supervised by a Licensed Clinical Social Worker (LCSW) Mileage reimbursement is available.

HICAP Counselor

Health Insurance Counseling and Advocacy Program (HICAP) provides counseling to Medicare beneficiaries of all ages. Counselors help beneficiaries understand Medicare options, compare private to supplemental plans, review Medicare Advantage plans, research Part D plans, assist with appeals or challenge claims, clarify the rights of health care to the consumer. Counselors are trained to provide unbiased information.

Counselors are required to complete training with the HICAP manager. Once training is complete, Counselors are required to complete co-counseling sessions before becoming a certified counselor and registered by the California Department of Aging. Background check is required. Counselors are required to attend monthly meetings. Mileage reimbursement is available. Counselors do not sell any typed of insurance or health care coverage, nor will they recommend any specific plan or policy.

Alliance Worknet

The Alliance Worknet offers a myriad of resources to assist the job seeker in his or her search for gainful employment. If you are looking for work, changing careers, or exploring new career options, the Alliance Worknet is your single point of access to a network of employment, training, and educational programs available in Stanislaus County.

Volunteers would work in our Career Resource Centers throughout Stanislaus County. The Alliance Worknet has three Career Resource Centers in the county (Modesto, Patterson, Oakdale, and in the near future one in Turlock) which provide job search, resume writing, and job counseling services free of charge to the general public.

Animal Services

Looking for unconditional love? Why not volunteer at the Stanislaus Animal Services Agency where there are lots of dogs, cats, puppies and kittens waiting for someone like you to help make them more adoptable. There are many ways to help. Teach a dog to walk on a leash, help a shy cat come out of its shell, be a foster parent for an animal that needs some TLC before it can go up for adoption. Are you a photographer? Graphic Artist? Web designer? We can use your talents too!

Just complete an application available at http://www.stanislausanimalservices.com/ and bring it with you to one of our Volunteer Orientation meetings (or pick one up while you’re here). Orientation is held the third Wednesday of each month at 5:30 pm at the Animal Services Center 3647 Cornucopia Way Modesto (off of Crowslanding Rd between Hackett Rd. and Service Rd.). The orientation lasts about an hour.

You must be at least 14 years of age to volunteer with a parent or 16 years old to volunteer alone.

Auditor - Controller

The County Auditor-Controller is the chief financial officer of the County. The Auditor is an elected official whose principal duties are defined in the various State Codes.

Basic responsibilities include:

  • Prescribe and exercise general supervision over the accounting forms and method of keeping the accounts of all offices, departments, and institutions under control of the Board of Supervisors and of all districts whose funds are kept in the County Treasury.
  • Maintain all basic accounting reports, supply information and formulate appropriate recommendations relating to the County‚Äôs financial condition.

Typical volunteer duties would be to assist us with filing documents and scanning documents for electronic storage. If you are interested, please submit an application for our review. We will then contact you to schedule a brief interview.

Behavioral Health & Recovery Services

Stanislaus County Behavioral Health and Recovery Services (BHRS) is proud of the volunteers at our agency giving their time to make a difference in someone's life. The gift they share everyday through giving back to the community in a variety of ways ranging from being a driver, a peer, organizing resources, participating in one day events, while at the same time utilizing their people skills has been invaluable to our services. With pride, BHRS strives to create both an environment that empowers volunteers and provides an atmosphere that welcomes them. Chief Executive Office / Mentor Program

Our Mentor Program in Stanislaus County is an exciting opportunity to make a difference in a child's life. The Mentor Program runs concurrent with the school calendar year. Many volunteers dedicate one lunch time hour per week to visit with an assigned student. The time may be used to assist with homework, encourage consistent attendance, help with peer behavior by developing problem-solving skills, or be a friend to an "at hope" student. Help us provide a caring adult relationship for our children........our future leaders. Your help is needed to role model, advise, teach, and inspire youth and young adults in our community. All of us can identify, perpetuate, and celebrate those special strengths that we possess.

Community Services Agency

The Community Services Agency (CSA) carries out its mission through the operation of approximately 72 social welfare programs. Key programs include Child Protective Services, Adult Protective Services, In-Home Supportive Services, CalWORKs, CalFresh, Child Care, Medi-Cal, and General Assistance.

We are committed to treating our customers with respect, compassion, and understanding as we work to protect vulnerable children and adults from abuse and neglect and provide assistance, support, and job training to those in need.

Cooperative Extension

Do you enjoy agriculture and/or nutrition, or perhaps you would like to increase your sense of connection to the community while learning new skills and making new friends through a volunteer experience.

The University of California Cooperative Extension (UCCE) in Stanislaus County is part of a nation-wide system of off-campus education that brings the resources of the University of California, the US Department of Agriculture, and county government to the community. UCCE’s mission is to bring research-based knowledge to the people of Stanislaus County to help them make sound decisions, solve their problems and improve their economic well being and quality of life. Programs are conducted in the areas of Agriculture and Natural Resources, 4-H Youth Development, and Nutrition, Family and Consumer Sciences.


The mission of the Clerk-Recorder is to ensure that a vital link to the past is maintained for future

generations by indexing, maintaining, archiving and preserving documents of historical, commercial and legal significance. These processes provide public access to clear and accurate County records and to ensure that all qualified/interested citizens are given the opportunity to exercise their right to vote in lawfully conducted elections; and to conduct all manners of business related to elections.

District Attorney

The District Attorney Volunteer Program is a way to connect people with opportunities to serve our department and form meaningful partnerships. We support and promote volunteerism to enhance productivity in our department and to offer individuals the ability to gain work experience or perform community service. Volunteers invest their time, energy, skills and talents to help make our department more efficient and we in turn provide meaningful assignments, training and recognition to ensure the success of the service experience. Volunteering is a great form of civic engagement and we appreciate the volunteers who donate their time without compensation.

General Services Agency

The General Services Agency (GSA) is a department that provides services to other County departments that in turn provide services directly to the public. GSA is comprised on five Divisions Administration, Central Services, Facilities Maintenance, Fleet and Purchasing each Division insures that County Departments have the necessary tools to provide direct services to the community.

Law Library

Law Library Volunteers partner with us to provide legal information to the public, the local Bar and the Judiciary. Volunteers perform a wide variety of duties, such as straightening and cleaning bookshelves, restoring and repairing materials, working with legal forms, assisting with reference questions and information, creating program and class materials, and helping with self-help materials for the Law Library website.

Volunteers gain valuable library and legal research work-experience while helping us provide access to justice to all individuals.

Volunteers must be over 18. Volunteer hours are flexible but assignments may have minimum hour requirements. Interested volunteers can contact us at 558-7759 for additional information.


Do you love books and learning new things? Do you want to help with Story Time, Wiggle Worms, or Read to a Dog? The Stanislaus County Library offers many volunteer opportunities. Volunteers can help keep the library neat and clean; sort materials; straighten and clean bookshelves; clean and recover materials; assist with Children and Adult programs, including Story Time and Wiggle Worm events; and deliver materials to homebound customers.

The Library has 13 branches, Ceres, Denair, Empire, Hughson, Keyes, Modesto, Newman, Oakdale, Patterson, Riverbank, Salida, Turlock, and Waterford, throughout Stanislaus County and there are volunteer opportunities at each branch.

Qualifications for most assignments are to have good people skills, good attention to detail, ability to work independently, ability to arrange material in alphabetical and numerical order, ability to work quickly and accurately, and to have knowledge of basic computer keyboard skills. For the Home Delivery assignment, interested volunteers must also be able to lift and carry book bags up to 15 pounds. To be a Read to a Dog Handler, volunteers must have a certified, trained, and insured therapy dog.

Volunteers must be at least 14 years old for most assignments, but must be 16 years old with a valid driver’s license and vehicle insurance for the Home Delivery Program and 18 years old for the Wiggle Worms Program and to be a Read to a Dog Handler. Volunteers may be required to be fingerprinted.

The volunteer hours for the Library are fairly flexible with most branches being open Monday-Thursday and Saturdays. All branches are closed on Fridays and Sundays. Some assignments may have minimum hour requirements.

Some benefits to volunteering at the Library are the satisfaction of providing a needed service to the community and Library staff as well as gain skills and work experience. In addition, all Library volunteers are invited to an annual volunteer appreciation event.

Medical Reserve Corps (HSA)

Why do we need a Medical Reserve Corps? When a disaster strikes, your community needs you! Emergencies such as disease pandemics, natural disasters, large-scale accidents, and even bioterrorism events all have the potential to overwhelm the local health care system. If this happens, emergency management officials turn to organizations like the Stanislaus County Medical Reserve Corps (SCMRC) for assistance. The SCMRC provides trained, pre-certified disaster ready volunteers who want to serve their community when a public health emergency strikes.

Who joins the Stanislaus County Medical Reserve Corps? Active and retired medical and non-medical volunteers from all walks of life are valued and encouraged to apply. Volunteers include nurses and doctors, office and warehouse workers, technicians and contractors, homemakers and even students. We seek anyone with the desire to make a difference!

What volunteer activities can I do? The SCMRC conducts community health outreach activities that include seasonal vaccination clinics, health screening and first aid booths, public health prevention and education initiatives, family emergency preparedness, and more!

Our training and exercise program prepares members for local public health disaster and emergency response missions.

Parks & Recreation Department

The mission of the Department of Parks and Recreation is to implement the policies established by the Board of Supervisors pertaining to parks which include acquiring, developing, and maintaining recreation areas serving every segment of society, including the disabled and the economically disadvantaged; providing the leadership necessary to develop and manage parks and recreational facilities in ways that will provide the best possible experience for people to enjoy the out-of-doors at the most reasonable costs.

Volunteers may help with landscape maintenance, clerical/administrative assistance, camp host, trail maintenance and restoration, hall repairs, and various equipment maintenance. Volunteers make a difference in a variety of different venues. We hope to hear from you soon.

Probation Department

Volunteers are among our most valued partners. Probation Department volunteers serve in functions that support and strengthen the work of probation and corrections officers in institutions and in the community. For example, our faith-based volunteers serve the spiritual needs of youth in our detention and commitment facility. Volunteers can also be found throughout the system conducting activities that improve the well-being of youth from health and fitness to providing education, cultural, and entertainment events. Public Works

Looking for experience in civil engineering, surveying, Geographical Information System (GIS), traffic, or in the clerical/finance area and also give back to your community at the same time? If so, volunteer with the County’s Public Works Department.

Complete the Volunteer Application Form located on the website and email the application to the Public Works team. If you are between the ages of 14 – 17 you must also complete the Minor Authorization Form – Parent/Guardian and submit it with your application. We look forward to hearing from you!

Sheriff Explorers

The Stanislaus County Sheriff's Explorer Program is designed to introduce teens and young adults to the various opportunities available in the field of law enforcement. Our post is chartered by the Boy Scouts of America and is coordinated by members of Sheriff Adam Christianson's staff.

As an Explorer, you will be trained in a variety of areas to help you better understand the field of law enforcement. The Stanislaus county Sheriff's Department has many unique and important areas of responsibility.

Explorers are required to attend regularly scheduled meetings as directed by the Explorer Program Coordinator. These mandatory meetings are typically held on the weekends, twice a month, at the Sheriff's Department on Hackett Road. There is a six (6) month probationary period for all new Explorers accepted into the program.

Explorers do not carry weapons or engage in direct law enforcement activities. They do not carry handguns, batons, pepper spray or other less than lethal weapons. Explorers are not peace officers and are not authorized to make arrests. The primary goal of an Explorer is to observe and learn from trained professionals in our agency. New Explorers are required to spend their first 48 hours working in the jail before they are eligible to ride with a deputy on patrol.

Most participants have the opportunity to learn in a wide range of interactive environments including patrol operations, investigation, custody facilities, records/technology, and administrative services. Explorers are given the chance to work side-by-side with a full time Deputy Sheriff while on patrol.

The Sheriff has developed the Explorer Program for young men and women between 16 and 21 years old who have a serious interest in the law enforcement career field.

Continuing your education is a must for everyone interested in the program. Applicants must be enrolled in high school or college and be in good academic standing. You must maintain a 2.0 grade point average. College students are required to be enrolled in at least 9 credit units. The Sheriff's Department will require education verification on a regular basis.

Once you apply for an Explorer position, you will be evaluated in an oral-board interview. We ask questions about your interests, education and why you'd like to become a member of the Explorer team. If you are successful with your interview, a Voice Stress Analyzer will be administered and an employment background investigation will be conducted to make sure you have a clean record.

Sheriff Stars

The STARS program is a volunteer program in which active adult citizens give of their time, knowledge, and life experiences*. The STARS volunteers, working hand in hand with the Sheriff's Department, will be able to provide a variety of new services and enhance current programs for the betterment of the community.

Working in conjunction with the Stanislaus County Office of Volunteer Services, potential volunteers are provided with job descriptions for the STARS program. Those who show a further interest are given an application package which contains application, confidentially, release, and waiver forms. The applicant then meets with the Sheriff's Department Crime Prevention Coordinator who explains the program in more detail and qualifies the applicant through a background investigation.

Treasurer / Tax Collector

Treasurer-Tax collector The Treasurer-Tax Collector department collects property tax and other revenues, safeguards and invests such funds until disbursed, and helps all of its public agency customers to meet their financial goals.

Volunteer opportunities would assist with various duties such as typing, sorting mail, imaging documents, light data entry, assisting with documents needed to collect revenue and the removal of uncollectible accounts, and other duties as needed by the department.
