Welcome to the Open Enrollment Page. Each year the County holds a Health Insurance Open Enrollment to allow employees, eligible for group health insurance, the opportunity to change insurance options and/or add previously uninsured eligible dependents.

Open Enrollment Information

Each year the County holds open enrollment to allow employees, eligible for group health insurance, the opportunity to change insurance options and/or add previously uninsured eligible dependents. This year's open enrollment period is from August 31, 2007 through September 28, 2007. All benefit changes made during this period will become effective January 1, 2008. Your department's Receiver must receive all documentation for your selections no later than September 28, 2007. If you are not making any changes to your health insurance plans this year and not re-enrolling in the Flexible Spending Accounts , it is not necessary to return the Benefit Enrollment Form. Every department is different and they may require you to return your form. Please contact your department to verify. This is your opportunity to make any appropriate benefit changes for the period from January 1, 2008 through December 31, 2008.

Medical Insurance

All medical plans will have a rate increase this plan year. Although the medical insurance plan will still remain funded at the lowest cost option, which is Kaiser, the office visit co-pays have increased to $20. Please refer to your 2008 Benefit Comparison sheet for the medical plan descriptions and your Benefit Enrollment Form for the new 2008 rates. When enrolling or deleting a member to a medical plan, you must complete a Universal Enrollment/Change Form that is attached to this memo. If electing Kaiser, there is an additional Physician selection form that must be completed.

Dental & Vision

There will be no rate increase to the Dental and Vision Plans for the plan year 2008. The County will still continue to provide the same Flexible Benefit Credit to purchase Dental and Vision.
* You must be enrolled in the Dental or Vision plans for 3 consecutive years to drop coverage, and once you drop you may never re-enroll, unless there is a qualifying event. (Proof of other coverage, proof of lost coverage, etc.)

Supplemental Life Insurance

Supplemental Life and AD&D is a total voluntary election.  Therefore, the County does not provide a credit towards the premium.  There is also an Administrative fee built into the rate.
**If there is a new enrollment or increase made to Supplemental Life insurance, an Evidence of Insurability Form must be completed and attached to the Benefit Enrollment Form. This form can be obtained from your department payroll/personnel clerk or the Employee Benefits Website. The increased amount will not be reflected until this form has been completed and approved by the underwriter.

Flexible Spending Accounts

The Flexible Spending Health and Dependent Care Accounts expire at the end of every plan year. Therefore, you must re-enroll in these plans for the new 2008 plan year. If we do not receive an enrollment form to re-enroll during the 2008 open enrollment period, you must wait until the following year's open enrollment period.  No exceptions. The contribution for these plans is bi-weekly (26 pay-periods). To enroll, you must complete page 3 of the County Benefit Enrollment Form. For more information you can go to the Creative Benefits Website www.crbenefits.com .

**You are encouraged to attend one of the open enrollment orientation meetings. This is where you can obtain information and packets from the health carriers. The schedule is at the top of this page.
