2024 Assessment Roll Preparation

The Assessor’s Office is preparing the 2024 regular assessment roll, which will be delivered to the Auditor-Controller in late June 2024. Roll values for the 2024 Roll will reflect all factors affecting property value as of 12:01 AM on January 1, 2024.

Property Statements

Property Statements are due April 1, 2024, and subject to penalty after Tuesday, May 7, 2024

Annual Property statement filing requests were mailed to taxpayers in February. All known Business owners received an instruction/request letter providing them with a BIN (Business Identification Number) to access our online filing system. Agricultural Property owners received a BIN letter if they have previously e-filed. Otherwise, Agricultural Property owners received a paper statement with e-file instructions included. I encourage all filers to take advantage of the benefits of online filing.

Annual Vessel Declarations

Annual Vessel Declarations for boats were mailed to known owners of boats at the end of February. If the boat information on the declaration is incorrect, or if owners sold the boat during the 2023 calendar year, the form should be returned to the Assessor with corrections noted.

It is important to note that boats are assessed annually, as of the January 1st lien date, at their estimated full market value. Therefore, the assessed value of your boat may change from year to year.

Exemption Claims for the 2024 Lien Date

All annual exemption claim filings were due on February 15, 2024. If you missed the February 15th deadline, you may still qualify for a partial exemption.

In the last week of December, the Assessor’s office mailed out annual property Exemption Claim forms to all known claimants. If you did not receive a form and you believe that your home, church or qualifying non-profit organization is eligible for exemption you may still file a late claim for exemption. As required by law, and as changes in ownership are processed in our office throughout the year, the Assessor mails out Homeowner Exemption claim forms to all buyers of residential property. If a home was not owner occupied as of 12:01 AM January 1, 2024, it will not be eligible for a Homeowner Exemption on the regular 2024 roll, However, the home may still qualify for exemption on the supplemental assessment roll if owner occupied following a change in ownership or completion of new construction.

Who We Are

The Assessor is primarily responsible for preparing an annual assessment roll upon which property tax revenues are generated. The County, Public Schools, Cities, Redevelopment Agencies, and Special Districts all rely on this revenue for funding operations.

What We Do

All property, excluding supplies, movable equipment, boats, and aircraft, are assessed based upon their market value when purchased or newly constructed. The Assessor determines the market value for the ownership changes and new construction. The supplies, movable equipment, boats, and aircraft are assessed based upon their annual market value on January 1 of each year. The Assessor also maintains property parcel maps. These maps are available to the public in the Assessor's Office or at the County's web site (GIS Maps Viewer). The property tax assessment roll, property ownership information, and some property characteristics are also available to the public at the Assessor's Office.
