Summary of Key Provisions of County LBFO

  • Base wage increases for all employees:
    • 3% effective the first pay period after ratification by SEIU and approval of the Board of Supervisors
    • 3% effective the first pay period following July 1, 2019
    • 3% effective the first pay period following July 1, 2020

  • Equity Increases:
    • First pay period after ratification by SEIU and BOS approval:
      • a.  2% - Community Health Worker I/II/III
      • b.  2% - Health Educators
      • c.  1.5% - Mental Health Clinician I/II/III
      • d.  1% - Animal Services Officer I/II
      • e.  1% - Child Support Officer I/II
      • f.  1% - Social Worker III/IV/V
    • First pay period following July 1, 2019:
      • a.  3% - Community Health Worker I/II/III
      • b.  3% - Health Educators
      • c.  1.5% - Mental Health Clinician I/II/III
      • d.  1% - Animal Services Officer I/II
      • e.  1% - Child Support Officer I/II
      • f.  1% - Social Worker III/IV/V
    • First pay period following July 1, 2020:

    On Call: Increase on-call pay $4.00 per hour to $5.00 per hour for Animal Services Officers and Community Services Agency (CSA) Social Workers recognizing the significant burden on-call places on these classifications. Provide for the ability to require Social Workers at CSA to work on-call shifts if there are insufficient volunteers. The County also committed to training Social Worker IVs and Vs who have not served in Emergency Response before requiring them to serve on-call shifts doing that work.

    Christmas Eve: Recognize Christmas Eve as a full (8-hour holiday) when Christmas Eve falls on an employee’s regular work day and to work with SEIU to develop an educational program related to Cesar Chavez day.

    Labor Management Committee: The County and SEIU would work together to address issues related to caseload for impacted classifications and will also review equity compensation for certain additional classifications.
