Assistant Executive Officer
As the Assistant Executive Officer for the Thriving Community team in the Chief Executive Office, Jewel Warr leads departments, specifically supporting three Board priority areas: Developing a High-Performing Economy, Promoting Lifelong Learning, and Enhancing Community Infrastructure. She works closely with departments across the organization to strengthen collaboration and accountability, focused on the County's mission, vision, and values.
Jewel manages the County's Performance Visioning program, the organization's strategic focus and practice used to identify, measure, and communicate the essential performance outcomes of each department. She also represents Stanislaus County on the Stanislaus Animal Services Agency (SASA) Board, supporting regional coordination and responsible governance.
Prior to her promotion, Jewel served for six years as the Deputy Executive Officer over Budget, where she led the Chief Executive Office Budget Team and the Countywide Budget Leadership Forum. In that role, she advanced leadership development and continuous improvement among budget managers throughout the organization. Her work included leading the development and testing of a two-year budget design, supporting the transition to a single-county emergency medical services delivery model, and enhancing curriculum for the County's Supervisory Training Academy Budget Basics course.
Known for her collaborative leadership style, Jewel is widely respected for her ability to build strong relationships and foster inclusive, high-performing teams. She is recognized for ensuring employees understand the value of their work and how it contributes to organizational success.
A longtime resident of Stanislaus County, Jewel attended local schools and universities. She graduated summa cum laude from California State University, Stanislaus, earning a bachelor's degree in economics with a minor in business administration, after completing associate degrees in English and accounting at Modesto Junior College. Her professional and personal roots in the community reflect her ongoing commitment to service and continuous improvement.
Jewel resides in Modesto with her husband of more than 30 years. They have two adult children, one serving in the U.S. Army and the other working in finance within the defense and aerospace industry, and three grandchildren. Outside of work, she enjoys spending time with her family, traveling, reading, and home decorating.
