Community Development Block Grant (CDBG) Administration


  • The County participates in the CDBG program, which is sponsored by the federal Department of Housing and Urban Development (HUD).

  • The program is designed to benefit Target Income Group (TIG) Households, through the implementation of activities such as infrastructre improvement, community facilities, new housing and housing rehabilitation. The TIG earns less than 80% of median income.

  • CDBG funds are used to support activities that benefit low and moderate income persons.

  • The following are projects that have been implemented with CDBG funds in Stanislaus County:

    • New water well for Riverdale Park Tract

    • Keyes sewer trunk installation

    • Monterey Park Tract water distribution system

    • Salida Community Needs Assessment

    • County wide Housing Condition Survey

    • Housing rehabilitation

    • Crows Landing and Westley Migrant Facilities rehabilitation and land acquisition

    • Needs Assessment and Targeting Strategy - Strategic Directions

    • Municipal Sewer Connections

    • South Ninth Street waterline installation

    • Robertson Road Neighborhood sewer trunk

  • The CDBG Program allocates at least 10% (not to exceed 15%) of its annual grant award to public service agencies to better serve the lower income population with goods and services that include but are not limited to the following:

    • Food

    • Assistive technology for physically challenged

    • Parenting counseling

    • Temporary housing

  • Stanislaus County also administers an Emergency Shelter Grant program. Funds from this program are used to assist the homeless population acquire housing, either in terms of temporary or permanent shelter. The funds are made available on a competitive basis to those public service agencies that are committed to ending the cycle of homelessness. Typical use of these funds include:

    • Temporary shelter during inclement weather

    • Rehabilitation of structures for the use by the homeless population

    • Administrative costs associated with programs that assist the homeless

    • Homeless prevention activities
