  • Homeless Prevention and Rapid Re-Housing Program (HPRP)

Program Description

The Homeless Prevention and Rapid Re-Housing Program (HPRP) is a 2 year federal grant program stemming from Title XII of the American Recovery & Re-investment Act of 2009. HPRP is designed to provide homelessness prevention assistance to households at risk of becoming homeless and re-housing assistance for persons who are homeless and have exhausted all other options. All enrolled households must have on-going case management in order to receive financial assistance.

Qualified households must:

  • Live in or move to the unincorporated areas of Stanislaus County (such as Salida, Empire, Keyes or Denair) or the cities of Newman, Patterson, Waterford, Ceres, or Oakdale

  • Must be at or below 50% of the Area Median Income (AMI)

  • Must either have sufficient income or have the potential for sufficient income in combination with a history of steady employment

  • Provide documentation regarding residency, income, living circumstance and identification

HPRP funds are not eligible to pay for any mortgage costs, legal or other fees associated with retaining homeowners' housing. Utility only payments will not be provided.

Participating Agencies


The following agencies provide HPRP assistance to qualified households. An initial eligibility assessment will be conducted over the phone. Qualified applicants will meet with a case manager to determine appropriate next steps. Please note that the entire intake process from initial phone call to receiving financial assistance can take anywhere from 2-3 weeks, or longer depending on the specific circumstance:
